The Cato Institute is an American libertarian think tank headquartered in Washington, D.C. It was founded as the Charles Koch Foundation in 1974 by Ed Crane, Murray Rothbard, and Charles Koch, chairman of the board and chief executive officer of the conglomerate Koch Industries.

In July 1976, the name was changed to the Cato Institute.

Libertarians seek to maximize political freedom and autonomy, emphasizing freedom of choice, voluntary association, and self-ownership.

Liberty, in philosophy, involves free will as contrasted with determinism.

In politics, liberty consists of the social and political freedoms to which all community members are entitled.

In theology, liberty is freedom from the effects of "sin, spiritual servitude, [or] worldly ties.".

In ethics, value denotes the degree of importance of some thing or action, with the aim of determining what actions are best to do or what way is best to live (normative ethics), or to describe the significance of different actions (axiology).

It may be described as treating actions themselves as abstract objects, putting value to them.

It deals with right conduct and good life, in the sense that a highly, or at least relatively highly, valuable action may be regarded as ethically "good" (adjective sense), and an action of low in value, or somewhat relatively low in value, may be regarded as "bad".

What makes an action valuable may in turn depend on the ethic values of the objects it increases, decreases or alters.

An object with "ethic value" may be termed an "ethic or philosophic good" (noun sense).

Political philosophy, or political theory, is the study of topics such as politics, liberty, justice, property, rights, law, and the enforcement of a legal code by authority: what they are, why (or even if) they are needed, what, if anything, makes a government legitimate, what rights and freedoms it should protect and why, what form it should take and why, what the law is, and what duties citizens owe to a legitimate government, if any, and when it may be legitimately overthrown, if ever.
