The Office of the United Nations High Commissioner for Refugees (UNHCR), also known as the UN Refugee Agency, is a United Nations programme mandated to protect and support refugees at the request of a government or the UN itself and assists in their voluntary repatriation, local integration or resettlement to a third country.

Its headquarters are in Geneva, Switzerland, and it is a member of the United Nations Development Group.

The UNHCR has won two Nobel Peace Prizes, once in 1954 and again in 1981.

In international law, statelessness is the lack of citizenship.

A stateless person is someone who is "not considered as a national by any state under the operation of its law".

Some stateless persons are also refugees.

However, not all refugees are stateless, and many persons who are stateless have never crossed an international border.

A refugee, generally speaking, is a displaced person who has been forced to cross national boundaries and who cannot return home safely (for more detail see legal definition).

Such a person may be called an asylum seeker until granted by the contracting state or the UNHCR if they formally make a claim for asylum.

Forced displacement or forced migration is the coerced movement of a person or persons away from their home or home region and it often connotes violent coercion.

Someone who has experienced forced displacement is a "forced migrant", a "displaced person" (DP), rarely also a "displacee", or if it is within the same country, an internally displaced person (IDP).

In some cases the forced migrant can also become a refugee, as that term has a specific legal definition.

A specific form of forced displacement is population transfer, which is a coherent policy to move unwanted persons, for example, as an attempt at "ethnic cleansing".

Another form is deportation.
